Scope
 
- To foster the use of electronic payments and realize the need for instant payments in the Netherlands, the Dutch Payments Association, in collaboration with major Dutch banks, initiated the instant payments project in 2015 which led to the introduction of a pan European instant payment system. SEPA Credit Transfer Instant (SCT Inst) has been available in the Netherlands since May 2019. By September 2019, all major Dutch banks including ABN AMRO Bank, ING, Rabobank, de Volksbank (parent company of ASN Bank, RegioBank, SNS Bank) and Knab have completed the process. The new instant payment system is available 24/7 and allows users to make instant transfers within five seconds with no amount limit, using their bank’s online or mobile banking channels.
- In a bid to curb money laundering and further promote digital transactions, the Dutch government announced a new regulation on cash transactions in July 2019. Effective from January 1, 2021, cash payments for a product and service will be capped at €3,000 ($3,436.64). In addition, the government is also contemplating to ban the €500 ($572.77) note in the country. These measures are expected to further push the use of electronic payments in the Netherlands.
- In July 2019, the Dutch government announced that it will start phasing out the OV-chipkaart (public transport smart card used by transportation operators for nearly a decade) by 2021 and start accepting bank-issued contactless payment cards and mobile payments for public transport payments. By 2023, the OV-chipkaart will be completely eliminated. This announcement was made following the successful trial of contactless card payments by Nederlandse Spoorwegen, the Dutch government-owned railway operator, on select routes, in between January 2019-May 2019. A group of 1,000 commuters holding contactless Visa or Mastercard debit or credit cards issued by ABN AMRO Bank, ING, Rabobank or De Volksbank were allowed to make transit payments using their cards during the trial period. The adoption of  contactless payment cards for transport payments will further support payment card market growth.
