Santa Barbara County Public Works Department (SBCPWD) and MSB Investors LLC, ??formerly Mustang Renewable Power Ventures LLC (Mustang) are planning to undertake the Resource Recovery Project in Santa Maria, Santa Barbara County, California, the US.

The project involves the construction of a MRF to process 200,000MTPA of MSW and a dry fermentation ADF to bury around 100,000MTPA of waste materials on 5,574m2 area.

It includes the construction of a groundwater well, two self-contained commercial waste water units, a 220,000-gallon fire-suppression water storage tank and related infrastructure, the installation of machinery and sprinkler systems and the laying of pipelines.

The proposed facility will be developed by SBCPWD and Mustang in collaboration with the cities of Santa Barbara, Goleta, Solvang and Buellton.

In 2012, SBCPWD released a notice of preparation (NoP) to conduct Environmental Impact Study.

On November 13, 2012, SBCPWD and Mustang awarded environmental impact report (EIR) consultant contract to Padre Associates Inc. (Padre).

On August 11, 2014, SBCPWD and Mustang released a draft EIR.



MarBorg Industries has been appointed as management contractor to operate the proposed facility.

Diani Building Corporation has been appointed as the contractor, WorleyParsons as the project engineer, and Westhoff Cone & Holmstedt as the banker.

Van Dyk Baler Corp has been appointed to design, engineer, manufacture, install and service MRF equipment, and Bekon Energy Technologies Co & KG to supply, install and maintain ADF equipment.

Bekon Energy Technologies Co has been appointed as Design Contractor.

In July 2015, a process has been initiated to study and evaluate the financing options. The alternative means of project financing including 1) A hybrid approach using private financing for the ADF and public financing for the MRF, and 2) A publicly financed model supplemented with private equity investments.

On July 12, 2016, the Board of Supervisors approved a contract with MSB Investments, LLC to build and operate the Tajiguas Resource Recovery Project. It also certified the Final Subsequent Environmental Impact Report (FSEIR) associated with this proposed project.

In December 2016, the City Council voted to approve the project to extend the life of the Tajiguas Landfill.

In May 2017, MSB requested that the initial term of the Agreement to be extended from May 20, 2017, to October 18, 2019.

On November 14, 2017, The Santa Barbara County Board of Supervisors approved the revised plans of the project.

Santa Barbara County will finance the project by issuing 20-year bonds.
