South Africa Department of Transport (SADOT) is planning to undertake the High Speed Rail Link project in South Africa.

The project involves the construction of a 600km high speed railway line between Johannesburg and Durban with speed up to 350km/h. The project will be developed in two phases.

The first phase involves the construction of 100km rail link between King Shaka International Airport and Pietermaritzburg.

The second phase involves the construction of 500km rail link between Pietermaritzburg and Johannesburg.

The project will include the construction of stations, which are basically divided into two types the main stations and the intermediate stations. The main stations will have turn-back operation and will be located at Johannesburg, Pietermaritzburg, Durban, and King Shaka International Airport. The intermediate stations will be located at Heidelberg, Standerton, Volksrust, Newcastle, Ladysmith and Mooi River.

It will also include the construction of passenger terminal, freight terminals at Tambo Springs in Johannesburg and former Durban International Airport site in Durban and car depot.

The project features the civil structures like tracks, tunnels, bridges and elevated tracks. It will include the installation of electrical facilities like substation, overhead catenary, signaling and telecommunications network.

It will also feature the construction of car depots and maintenance depots. The depot will be set up in Johannesburg to carry out daily inspection and regular inspection and a workshop will be set up in Durban to carry out bogie inspection and general inspection.

The maintenance depots will be set up at intervals of approximately 75km, assuming that the high-speed confirmation cars will be used. Maintenance works will be carried out during the hours when there is no train operation.

A comparison study was conducted on the three high-speed railway route options for the JohannesburgDurban section. Route A running along the rail freight line via Richards Bay, Route B running along the conventional line via Newcastle and Route C running along highway N3. Finally Route B was considered as the most preferable route.

The project will be implemented under public-private partnership (PPP) model. Funding models for the project will be partnerships between South Africa government and private business, with a combination of Japaneses loans and equity.

In February 2010, the development of infrastructure, including railway, has already been designated as a priority area for South Africa.

In May 2010, the South African National Assembly approved to solidify the high-speed railway project and put forth a plan to establish HSRDA, an organization under DOT to take charge of high-speed railway projects.

On November 22, 2010, the preliminary qualifications were invited for the contractor to perform feasibility study and preliminary design on the project; however it was later cancelled on November 29, 2010.

The Ministry of Economy, Trade and Industry (METI) of South Africa has initially proposed to undertake the study for the project implementation. However, later Japan Railway Technical Service and Mitsubishi Research Institute Inc were appointed to provide the METI study on the project.

Japan International Consultants for Transportation Technology was appointed to provide the preliminary study for the proposed project.

The METI study recommended the project should be funded by the South African Government and also the Private partners as the project is planned to be implemented on Public Private Partnership. The Government funding is essential as the project is a national project identified in NATMAP.

In 2010, China Railway Group conducted a part of feasibility studies on the project.

Feasibility study activities are underway.

The project involves the construction of a 600km high speed railway line between Johannesburg and Durban in South Africa.
