The City of Tampere council (CoT) is undertaking the construction of light rail network in Tampere, Pirkanmaa, Finland.

The project involves the construction of a 23.5km light railway system covering 23 stations and implemented under two sections:

Section I includes the construction of the 15km eastbound two-branch line from Pyynikintori to Hervantajarvi and to Tampere University Hospital as well as the depot area in Hervanta.

Section II includes the construction of 8.5km westbound line from Pyynikintori to Lentavanniemi via Lielahti

The project includes the construction of stations, platforms, a depot, administrative space and related infrastructure, the installation of signaling and safety systems, and the laying of rail tracks.

Emch+Berger Holding AG (EBH) and Ramboll Group A/S (Ramboll) have been appointed as planners.

On May 3, 2012, City of Turku (CoTU) and CoT entered into an agreement to develop a project master plan in their respective cities, with an intent to receive at least 50% state support, which would be in line with support for the rail network in the metropolitan area.

CoT and CoTU, in collaboration with EBH and Ramboll, finalized a preliminary master plan for the first section: HervantaCity CentreLentvnniemi. Four different alternatives have been proposed for the HervantaCity CentreLentvnniemi city tramway in 2012.

The alternative routes are Paasikiventie and Pispalan valtatie in Pispala, HmeenkatuItsenisyydenkatu

and Kalevantie in the city center, and Sammonkatu and TAYS in Kaleva. The implementation cost was estimated between US$230US$241 million in 2012.

On December 1, 2014, CoT issued a tender notice for the appointment of a contractor to develop the project on a design-build basis with January 9, 2015, as the submission date.

On January 28, 2015, CoT announced the prequalification of four consortiums.

The four consortiums include the Finnish-Danish-French group comprising Lemminkainen, Sunnitelu, Ramboll, and Alstom; Glermak; the consortium of Destia Ltd, Sito Group, and Siemens AG; and the consortium of VR Track Oy, YIT Corporation, Pyry Finland Oy.

In April 2015, CoT concluded plans to implement the project through an alliance model and the contractor will design and build the infrastructure in collaboration with the CoT. It also shortlisted two consortia for the next stage of a design-build tender.

The shortlisted consortia are:

TRALLI: VR Track, YIT Construction, Pyry, and Ratatek (subcontractor), and

TRALA: Lemminkinen Infra, Rambll, Alstom, and A-Insinrit

On June 22, 2015, Tralli, a consortium comprising of Pyry, VR Track and YIT was awarded as a design-build contract. Pyry and VR Track will be jointly responsible for all engineering design; VR Track and YIT will be in charge of the construction.

In April 2016, The Finland government agreed to fund 70% of project value and the remaining 30% will be paid by the city of Tampere.

The City of Tampere has issued a call for tenders for the supply and maintenance of between five and 40 LRVs, and a driving simulator with last submission date as April 18, 2016.

The Finland government was providing US$76 million funds for the project. European Investment Bank has agreed to provide CoT with a US$177 loan to finance the first section.

In 2016, Transtech has been appointed to supply rolling stock for the Tampere tram line. Its scope of the contract includes supply of up to 20 trams and maintenance of the light rail vehicles for a period of ten years.

In March 2018, YIT, Pyry Finland and VR Track have signed an alliance contract with the City of Tampere for the Section II.

Construction works are underway on the first section, with the scheduled completion by 2021. The entire project is scheduled to be completed by 2024.
