Summary


The Department of Agriculture (DoA), Philippines is undertaking to undertake the construction of the second stage of Jalaur River Multi Purpose Project in Iloilo province, the Philippines.

The project involves the construction of three dams that include 109m Jalaur High Reservoir, 38.5m Afterbay and 10m Alibunan Catch Dam.

It will include the construction of a 6.6MW hydropower plant, an 81km high line canal, a storage dam, a reservoir, tunnels, spillways, shafts and a powerhouse, the installation of gates, dam controlling systems, turbines, generators and transformers, and the laying of transmission lines and switch gear units.

On December 20, 2011, the project received approval from the National Economic Development Authority (NEDA).

The National Irrigation Administration Region 6 (NIA 6) has been appointed as implementing agency.

In January 2012, US$10 million was released to finance the engineering design and other initial works of the project.



In January 2012, US$206 million loan agreement was signed between the government of Philippines and the Export Import Bank of Korea (EXIM Bank of Korea). The project will also receive US$52 million from Philippine governments counterpart fund.

In August 2015, the project received necessary approvals and received a formal certification from National Commission on Indigenous Peoples (NCIP).

On November 24, 2015, NIA issued tenders for the procurement of construction contractor with the submission deadline January 18, 2016. Two Korean contractors Daewoo and Daelin submitted the bids for the project.

In December 2016, Daewoo, one of the two Korean conglomerates filed a case against NIAs Bids and Awards Committee (BAC) to stop the committee from conducting a new bidding to appoint a contractor.

As of March 2017, NIA was in the process of re-evaluating the bid and the results were submitted to the Regional Trial Court (RTC).

As of September 2017, NIA is awaiting orders from the RTC which is the case hearing authority.

In December 2017, RTC upheld the decision over the bidding conducted by the NIA.

In January 2018, Daewoo Engineering & Construction Co Ltd (Daewoo) secured US$193 million construction contract. It received the notice of award from the National Irrigation Administration (NIA). However, the final contract agreement is expected to be signed by the end of March 2018.

Ground breaking ceremony is expected to be held in May 2018.

The project is expected to be completed by 2022.

The project involves the construction of three dams that include Jalaur Reservoir, Afterbay and Alibunan Catch Dam across the river Jalaur in Iloilo City, Iloilo Province, the Philippines.
