The UK Nuclear Decommissioning Authority (NDA) is planning to undertake the Sellafield Plutonium Recycling Facility in Cumbria, the UK.

The project involves the construction of a facility to reuse and recycle the Plutonium stockpile.

In 2011, NDA declared that its preferred management option for the UKs stockpile of separated plutonium (c120 tons) was its reuse as MOX fuel. However, in 2012, NDA invited third parties to submit additional alternatives to the reuse as MOX option. Proposals were submitted by GE Hitachi (PRISM fast reactor) and Candu Energy Inc.

In January 2014, NDA concluded that there are three "credible options" for reuse of the UKs civil plutonium stockpile, including in CANDU EC6 pressurized heavy water reactors or PRISM fast reactors.

Option I: Reuse mixed oxide (MOX) fuel in light water reactors

AREVAs CONVERT proposal provides a solution which includes the design, construction, operation and decommissioning of the UK MOX plant in Sellafield to fully eliminate the separated plutonium legacy stockpile stored in the UK. The proposal incorporates all of the civil separated plutonium stored in the UK and will see the vast majority of it converted into MOX fuel. For this purpose, a new MOX fabrication facility will be built to process the used Plutonium into MOX fuel for use in the new generation of nuclear reactors in the UK.

Option II: Reuse in Candu Energys Enhanced CANDU 6 (EC6) reactors

Candu Energy proposed building two or four of its EC6 reactors (a 740 MWe modern version of its Candu-6) to burn MOX fuel with about 2% plutonium (CANMOX). At about 100 tonnes fuel each per year, this would use 4 tonnes/yr plutonium in twin units. Four units would draw down the initial inventory in 15 years.

Option III: Reuse in GE Hitachi Nuclear Energys sodium-cooled PRISM fast reactor

GE-Hitachi proposed building two 311 MWe units of their PRISM fast reactor at Sellafield and operating them initially so as to bring the material up to the highly-radioactive spent fuel standard of self-protection and proliferation resistance. The whole stockpile could be irradiated thus in five years, with some by-product electricity and the plant would then proceed to re-use that stored fuel over 55 years solely for 600 MWe of electricity generation.

In July 2014, Iberdrola (owner of Scottish Power utility) signed an agreement with GE Hitachi for cooperation in the development of the PRISM option for UK Plutonium use.

In May 2015, GE Hitachi was working closely with NDA on the PRISM proposal and NDA had submitted a detailed report to DECC on the three options.
