The Surrey City Development Corporation (SCDC) is undertaking the construction of the Build Surrey Program in British Columbia, Canada.

The project involves the development of Surrey City. It includes the construction of commercial, residential, entertainment, educational, civic and cultural facility, and roads facility in the city of surrey.

The project will be developed in multiple phases:

City Center: Involves the construction of a flagship library, covered youth park, a Chuck Bailey Recreation Center, City Hall and a Performing Arts Center.

Bing Thom Architects (BTA) has been appointed as the architect; Stuart Olson Dominion Construction Ltd. as the General Contractor; and Turnbull Construction Services Ltd as the Project Manager for the project.

On January 24, 2011, Graham Design Builders was appointed to undertake the design and construction of an addition and renovations to the Chuck Bailey Recreation Center.

The New City Center Library was completed and opened in August 2011, covered youth park was opened on June 20, 2014, a Chuck Bailey Recreation Center was opened on February 16, 2012, City Hall was completed in the first quarter of 2014, and a Performing Arts Center was completed in 2017.

Guildford: Involves the construction of Guildford recreation center, Guildford Aquatics Center, upgrades on gymnasium and fitness facility at Fraser Heights Recreation Center, and artificial turf field at Hjorth Road Park.

A 52.5m pool will be added to the Guildford Recreation Center, with design by Bing Thom Architects. It will include a competition venue tank, lifestyle pool, hot tub, steam and sauna rooms, as well as the renovation and expansion of existing fitness facilities. Its budget comes to US$40.7 million.

Taylor Kurtz Architecture + Design Inc has been appointed architect for Fraser Heights Recreational Center.

In August 2010, PAX Construction Ltd. was awarded an initial contract to undertake pre-construction services and to assist with the evaluation of the design, scheduling and cost estimating for the project.

January 10, 2011, PAX Construction Ltd was awarded as General Contractor for the construction of the Fraser Heights Recreation Center Expansion with a total value of US$4 million.

On December 12, 2011, Project Management Services for Guildford Aquatics Center was awarded to Turnbull Construction Services Ltd and on February 6, 2012, Council approved the recommendations in Corporate Report No. R022 and awarded the design contract to Bing Thom Architects Inc for the Guildford Aquatics Center project.

On May 06, 2012, the community opened the expanded Fraser Heights Recreation Center and Guildford recreation center construction commenced in September 2012 and completed in the fourth quarter of 2014.

Upgrades on gymnasium and fitness facility at Fraser Heights Recreation Center completed.

In March 2015, the construction works on Guildford Aquatics Center completed.

Newton: Involves the construction of New Turf Field and Amenities at Newton Athletic Park, new district police station, transit exchange, Artificial turf fields at Tamanawis Park, Pre-Trial Services Center Expansion, a fitness facility at the Newton Recreation center, a Cricket field at West Newton Community Parks and Main RCMP Detachment Expansion.

In August 2012, Surrey City invited Request for Expressions of Interest and Statements of Qualifications:

West Newton Community Parks was completed in July 2014.

Fleetwood: Involves the construction of a New Arena at the Surrey Sport and Leisure Complex, a New Seniors Park, and Two New Gymnasiums at Fleetwood Recreation Center.

Construction of New Arena at the Surrey Sport and Leisure Complex completed.

South Surrey: Involves the construction of a New Fitness Facility and Community Arts Space at South Surrey Recreation Center, renovation of Kwomais Point Park Building, a New South Surrey Swimming Pool, a New Grandview Fire Hall, and a New Kensington Prairie Community Center.

Taylor Kurtz Architecture + Design Inc, has been appointed as the architect for the recreation center and Hughes Condon Marler Architects is designing swimming pool. Seagate Structures has been appointed as the general contractor for the Grandview Heights Aquatic Center.

On August 9, 2013, the construction works commenced on Grandview Heights Aquatic Centre.

Cloverdale: Involves the construction of Cloverdale Recreation Center comprising of multi-purpose recreation space, three gymnasiums, seniors space and a fitness facility. It also includes the construction of greenway trails and North Creek Bridge, amenities at Clayton Park and a New Animal Shelter.

CEI Architect has been appointed as architect and Stuart Olson Dominion Construction Ltd as the general contractor.

Taylor Kurtz Architecture + Design Inc., and Rounthwaite Dick and Hadley Architects Inc. are appointed as the architects for the Cloverdale Sport & Ice Complex.

In July 2009, construction commenced on Cloverdale Recreation Center and was opened on May 7, 2011. On March 25, 2011, North Creek Bridge was opened.

Construction works on Cloverdale Athletic Park and Cloverdale Sport & Ice Complex are underway with completion estimated in 2018 and in the second quarter of 2019 respectively.

City Wide: Involves the construction of New Biofuel Facility, Eco-Centre, RCMP E Division Headquarters, New Parkland, Surrey Memorial Hospital Expansion & New Outpatient Hospital and pedestrian and cycling trails and bridges.

On April 22, 2010, Green Timbers Accommodation Partners has agreed to a fixed price of US$966 million to design, build, finance and maintain the facility for a term ending 25 years after construction for RCMP E Division Headquarters. Construction started in May 2010, and was completed in December 2013.

The Green Timbers Accommodation Partners is formed by Bouygues Batiment International, HSBC Infrastructure and ETDE FM Canada. Kasian was appointed by the design and build joint venture between Bouygues Building Canada and Bird Design-Build to lead the design.

CEI Architecture Planning Interiors and Parkin Architects Ltd is the architect, and EllisDon Inc is the general contractor; and Honeywell Limited (Canada), is the project manager for the US$386 million Surrey Memorial Hospital Expansion & Outpatient Hospital.

In December 2010, the construction of 1,208m2 Kensington Prairie was completed.

In December 2010, Surrey City Council has approved the funding as part Citys 2011 Budget. The approved five-year financial plan includes funding for the innovative Build Surrey program.

The city is to borrow US$195 million from the Municipal Finance Authority.

In the fourth quarter of 2014, construction works on Surrey Memorial Hospital Expansion completed.

In February 2016, the City of Surrey added some developments to cloverdale including the construction of a US$40 million Clayton library, arts center and recreation center, a US$10 million addition to the Surrey Museum, and a US$30 million ice arena with two sheets of ice.

In March 2016, construction works completed on New Grandview Aqua center.

In May 2017, SCDC awarded general construction of a Re-cladding of Fleetwood Community Recreation Centre to Novacom Building Partners Ltd.

Construction works on the rest of the development are underway.

The project involves the construction of commercial, residential, entertainment, and educational, civic and cultural facility in the city of Surrey, British Columbia, Canada.

The US$2,900 million project includes the following:
