Elkus Manfredi Architects has been appointed as an architect; John Moriarty & Associates as the general contractor; McNamara Salvia and WSP as structural engineering; VHB as a civil engineer for the project.

On December 21, 2015, CHL filed a letter of intent with the Boston Redevelopment Authority (BRA).

On February 17, 2016, CHL presented new proposal details including harbor setbacks, shadow impacts and building footprints at the BRAs Municipal Harbor Plan Advisory Committee Meeting.

In March 2016, CHL submitted Expanded Project Notification Form (EPNF) to BRA.

In December 2016, CHL secured planning approvals for the project.
