Summary

The Philippine construction industry was severely affected by the disruption caused by the COVID-19 pandemic, and as a result, the industry contracted by 30.3% in real terms in 2020. Following the sharp contraction in 2020, the industry registered marginal growth in the first half of this year, supported by improved progress on construction projects following an easing of restrictions.

GlobalData expects the construction industry to record an annual growth of 21.9% in 2021, with output surpassing pre-pandemic levels in 2023; the sectors output in the second half of this year will be supported by improving investor confidence and investment in transport, renewable energy, residential and commercial infrastructure projects. Additionally, the PHP4.5 trillion (US$86.4 billion) national budget for 2021 will focus on improving the healthcare system and increasing investment in public and digital infrastructure. The government is focusing on the development of renewable energy projects, in line with its target to increase the share of renewable energy in the total energy mix to 55.8% by 2040. The plan involves the production of 15.3GW of solar PV and wind capacity by 2040. The industry is projected to expand by an annual average rate of 9.6% over the remainder of the forecast period (2022-2025). The AmBisyon Natin 2040 programme, which promotes the development of affordable housing, transport and renewable energy infrastructure, is expected to drive the industrys long-term growth.

An increase in Foreign Direct Investment (FDI) will also contribute to the industrys growth momentum in the early part of the forecast period. According to the Philippines Statistic Authority (PSA), the total incoming foreign investment approved by the six Investment Promotion Agencies (IPAs) grew by 45.5% year-on-year (YoY) in the second quarter of 2021, increasing from PHP15.5 billion (US$310.2 million) in Q2 2020 to PHP22.5 billion (US$450.4 million) in Q2 2021.
