The Florida Department of Transportation (FDOT) is undertaking the construction of a road project in Florida, the US.

The project involves the reconstruction of a 34km stretch of I-4 from west of Kirkman Road in Orange County to the east of State Road 434 in Seminole County.

The project includes the construction of 56 new bridges including with pedestrian crossings, 68 replacement bridges and reconstruction of 15 major interchanges.

BTY Group was appointed as technical consultant for the project. DDOT issued request for qualification (RFQ) from companies to develop the project on design, build, finance, operate and maintain (DBFOM) basis on March 08, 2013, with submission date on April, 19 2013.

In April 2013, the seven consortiums submitted the bids include:

On May 21, 2013, the Project Selection Committee shortlisted four consortia for the project which includes: 4wardPartners, I-4 Development Partners LLC, I-4 Mobility Partners and Ultimate Mobility Partners.

In February 2014, technical proposals were submitted by all four shortlisted bidders.

Ultimate Mobility Partners is a joint venture of InfraRed Capital Partners Ltd, Fluor Enterprises Inc., Kiewit Infrastructure South Co., Ultimate Mobility Constructors (Fluor Enterprises Inc. and Kiewit), and Parsons/Atkins, Ultimate Mobility Operators (Fluor Enterprises Inc.; and DBi Services, LLC).

In April 2014, FDOT selected the consortium I-4 Mobility Partners to design, build, finance, operate and maintain (DBFOM) as the preferred bidder. Expected value of the contract is about US$2300 million.

In September 2014, I-4 Mobility Partners is comprised of Skanska Infrastructure Development and John Laing (Concessionaire), Skanska, Granite, Lane Construction Joint Venture, and HDR and Jacobs as the Design Joint venture, was appointed as design, build contractor for the project.

The terms of the contract, the HDR/Jacobs joint venture is delivering the final design of the project, including roadway/traffic control, drainage, structures, intelligent traffic systems, signing and signalization, lighting, landscaping and aesthetics.

On September 5, 2014, I-4 Mobility Partners team has achieved financial and commercial close with the FDOT for the financing, design, construction, operation and maintenance of the proposed project.

John Laing Company will put in US$104 million in private funds, another $486 million borrowed from a bank. The state is providing about $1 billion.

On February 1, 2015, preliminary works on the project commenced. On February 17, 2015, groundbreaking ceremony was held on the project.

In July 2015, Hubbard Construction was awarded US$74 million asphalt mix supply contract.

In August 2017, SGL Constructors reached the first major milestone by opening the Grand National Drive segment of the I-4 Ultimate Improvement Project.

Construction activities are underway and are scheduled to be completed by 2021.

The Interstate-4 Ultimate project involves the reconstruction of 34km highway stretch in Florida, the US.
