Summary

Electricite de France (EDF)Group a joint subsidiary of EDF Energy and EDF Energies Nouvelles is undertaking the Neart Na Gaoithe Offshore Wind Farm project along the Fife Coast, 30km north of Torness, the UK.

The project involves the construction of a 450MW offshore wind farm on 10,500ha of land. It will include the installation of 75 wind turbines, the construction of a platform to install wind turbines, a powerhouse and a substation and the laying of transmission lines.

SeaRoc was appointed as Construction Design and Management (CDM) coordinator for the project.

In July 2012, the company submitted planning application for the project.

On June 19, 2013, East Lothian Council granted the permission for the onshore cable works to connect the Neart na Gaoithe offshore wind farm.

In February 2014, MRP selected Siemens Wind as the preferred supplier to supply SWT-6.0-154 wind turbines for the project.

Marubeni-Technip consortium has been appointed to undertake engineering, procurement, construction and installation (EPCI) activities for the development of the project.

MRP is well on the way to have its offshore consent in place soon.

In April 2014, MRP deployed the floating LiDAR on the project to capture valuable hub height wind resource data in the harshest conditions. The LiDAR technology was provided by the FLiDAR NV (a joint venture between DEME and 3E).

DNV-GL (GL Garrad Hassan and DNV KEMA) were appointed to provide independent oversight of the validation and are now producing an independent report on the accuracy and reliability of the device.

In October 2014, Mainstream received consent from the Scottish Government for the development of the project.

In January 2015, Royal Society for the Protection of Birds (RSPB) submitted a legal challenge of the decisions by Scottish Ministers to grant consent for the project. According to an assessment by the Scottish authorities, the project could inhibit 350 puffins and 230 gannets seabirds in the project site.

A judicial review hearing was held in court in May and June 2015.

In February 2015, UK Department of Energy and Climate Change (DECC) announced the outcome of the first allocation of Contracts for Difference (CFD). The proposed project was among the two offshore projects have been selected as winner projects of the CfD round.

In July 2015, MRP was planning to sell the project to a joint venture between US outfit InterGen and Siemens Project Ventures.

In August 2015, MRP was in discussions with InterGen and Siemens Project Ventures to sell the project.

In the same month, MRP applied to the Scottish Ministers to vary the consent granted by the Scottish Ministers for the project in October 2014 to increase the turbine capacity to use Siemens next-generation 7MW turbines.

In January 2016, MRP is in exclusive discussions with a consortium led by power company InterGen. The consortium includes Siemens Project Ventures, The Marguerite Fund, and Infrared Capital to achieve financial close for the project. And the judicial review was under consideration by the Scottish courts for the legal challenge by RSPB.

In February 2016, MRP requested an extension of a deadline to attain financial close by March 26, 2016, from the UK Governments Low Carbon Contracts Company (LCCC), but the request was rejected.

In March 2016, LCCC issued a notice which, in its view, terminated the projects CfD.

In May 2016, MRP was in arbitration with the LCCC over the terms of its CFD contract termination.

In July 2016, RSPB won a legal challenge to cancel the MRP planning approval awarded by Scottish Government, claiming that there were flaws in the way the project consented. Later MRP urged Scottish ministers to appeal the recent judicial review of Scottish Court of Session which has ruled in favor of the RSPB.

In March 2017, Mainstream Renewable Power has won an appeal against the Low Carbon Contract Companys decision to terminate the CfD and outcome of an appeal by the developers and the Scottish Government is expected in the third quarter of 2017.

As of April 2017, the project was on hold as the MRP was in the process to resolve legal challenge over the project.

In July 2017, The Inner House of the Court of Session has rejected the Royal Society for the Protection of Birds (RSPB)application to appeal the Courts earlier decision to the Supreme Court, paving the way to the development of the project.

In November 2017, MRP received approval from the supreme court for the construction works.

EDF Group acquires the wind farm in May 2018.

Construction activities are underway.
