In April 2014, the environmental impact assessment (EIA) report was submitted to London Borough of Tower Hamlets (LBTH).

Rolfe Judd has been appointed as the architect and planner.

In August 2016, a planning application has been submitted to build two tower blocks on the Isle of Dogs on the former site of Natwest. The proposal for 54 Marsh Wall by landowner Daejan is for two buildings of 41 and 16 stories, providing 216 homes including on-site affordable housing and family-sized units.

The application is a revised version of proposals originally submitted to Tower Hamlets Council in 2014, which was for 240 homes in towers of 29 and 39 stories.

Those plans were withdrawn in 2015 because councilors had raised concerns about the scale of the build, density, and proximity of the structure to the boundary of the site, as well as the possibility of increased congestion on nearby roads.

On January 18, 2017, Tower Hamlets councilors recommended approvals.
