The Ministry of Works, Malaysia (Kementerian Kerja Raya Malaysia (KKR)) is undertaking the Pan Borneo Highway Upgrade project in Malaysia.

The project involves the construction of 2,325km highway into a dual carriageway from Telok Melano to Lawas in Sarawak and from Sindumin to Tawau in Sabah. The project is being implemented in multiple stages.

The first phase involves the construction of Telok Melano to Miri section passing through Sematan, Kuching, Serian, Sibu and Bintulu; and the second phase involves the construction of Limbang to Lawas section.

The first phase Telok Melano to Miri section is divided into 11 sections:

Section One: Telok Melano to Sematan (32.77 km), Sematan to Sungai Moyan bridge, Kuching-Serian roundabout (95.4km), 28 bridges, nine pedestrian bridges, 93 bus shelters and six interchanges. Samling Resources Sdn Bhd and Ekovest Bhd have been appointed as contractors. Ekovest will undertake the construction of roundabout.

Section Two: Serian Roundabout to Pantu Junction (75.02km), three interchanges, 10 bridges, 84 bus shelters, and eight pedestrian bridges. Zecon Bhd-Kimlun Sdn Bhd JV has been appointed as contractor.

Section Three: Pantu Junction to Batang Skrang (89.43km), nine bridges, three pedestrian bridges, 49 bus shelters and one interchanges. Naim Gamuda (NAGA) JV Sdn Bhd has been appointed as contractor.

Section Four: Batang Skrang to Sungai AWIK (67.94km), nine bridges, one pedestrian bridges, 53 bus shelters and one interchanges. Endaya Construction Sdn Bhd-TRC Synergy Bhd-Pembinaan Kuantiti Sdn Bhd JV has been appointed as contractor.

Section Five: Sungai AWIK to Bintangor Junction (64.49km), six bridges, five pedestrian bridges, 59 bus shelters, one lay-by and one interchanges. PPESSW BPSB JV Sdn Bhd (a subsidiary of Cahya Mata Sarawak Bhd)-Bina Puri Holdings Bhd) has been appointed as contractor.

Section Six: Bintangor Julau Junctions, Sibu Airport Roundabout Sungai Kua Bridge, including Batang Rajang Bridge (75.97), 18 bridges, seven pedestrian bridges, 79 bus shelters, one lay-by and two interchanges. Hock Seng Lee Bhd-Dhaya Maju Infrastructure (Asia) Sdn Bhd JV has been appointed as contractor.

Section Seven: Sungai Kua bridge to Sungai Arip bridge (63.67km), 14 bridges, three pedestrian bridges, 50 bus shelters and two interchanges. Musyati Sdn Bhd-Mudajaya Group Bhd JV has been appointed as contractor.

Section Eight: Sungai Arip to Bintulu Airport Junction (64.53km), eight bridges, 12 pedestrian bridges, 38 bus shelters, and two interchanges. KKB Engineering Bhd-WCT Holdings Bhd JV has been appointed as contractor.

Section Nine: Nyabau - Bakun Junction (42.96km), four bridges, two pedestrian bridges and 26 bus shelters. Pekerjaan Piasau Konkerit Sdn Bhd has been appointed as contractor.

Section Ten: Bakun to Sungai Tangap Junction, (77.19km), five bridges, one pedestrian bridges, 51 bus shelters, one lay-by and four interchanges. Pekerjaan Piasau Konkerit Sdn Bhd has been appointed as contractor.

Section Eleven: Sungai Tangap to Pujut Link Road (79.98km), eight bridges, seven pedestrian bridges, 64 bus shelters and one interchanges. KPE Sdn Bhd, a joint venture between KACC Sdn Bhd and Perbena Emas Sdn Bhd has been appointed as contractor.

The project is being implemented on Public-Private Partnership (PPP) basis.

Lebuhraya Borneo Utara SB has been appointed as project manager for Sarawak section and a consortium of MMC Corp Bhd and UEM Group as project manager for Sabah section.

In June 2013, The government of Malaysia allocated US$157 million under the 2014 budget.

On March 31, 2015, groundbreaking ceremony was held. On October 9, 2015, construction works on the first phase commenced.

The project will be funded by the issuance of sukuk by DanaInfra Nasional Bhd at the capital market.

On July 13, 2017, MGB Geotech Sdn Bhd, a subsidiary of ML Global Bhd, was awarded US$18 million piling contract by Samling Resources Sdn Bhd and Ekovest Bhd for the section one.

Construction works on 11 sections of the first phase are underway. The entire project is expected to complete in 2021.

Scope


The project involves the upgrade of 2,325km highway into a dual carriageway from Telok Melano to Lawas in Sarawak and from Sindumin to Tawau in Sabah, Malaysia.

The US$3,289 million project includes the following:

1. Construction of bridges
