Summary
Office National de lElectricit Marocain (ONEE) and FUTUREN are undertaking the development of a Wind Farm project near Tangier, Morocco.
The project involves the construction of two wind farms with 300MW capacity, replacement of existing turbines, powerhouses, access roads, substations and the installation of wind turbines, generators, transformers and other related facilities.
The project will be implemented in two phases. The first phase of the project involves the construction of 100MW capacity wind farm in existing Koudia al Baida site near Tangier named Tangier II. The second phase of the project involves the construction of a 200MW wind farm as an extension to the existing Theolia Koudia al Baida wind farm named Koudia al Baida II.
The project will be developed in public private partnership (PPP) model.
In 2011, THEOLIA and ONEE signed the project development agreement. Theolia will be responsible for design, engineering studies and preparation of tender documents.
In May 2012, the ONEE invited companies to submit expressions of interest for the first phase of the project.
In February 2014, tender specifications were issued to the following pre-qualified groups:
Gamesa with ACWA Power of Saudi Arabia
Acciona with Al Ajial Funds
Vestas with International Power (GDF Suez)
Siemens with Enel Green Power, Nareva
Alstom with EDF Energies Nouvelles and Mitsui
On September 5, 2014 the prequalified bidding groups submitted the bids for the first stage bidding.
On April 2, 2015, after bid evaluation process of the first stage all five consortiums were qualified for the second stage bidding.
The second stage tender was planned to launch in June 2015, however it was postponed to September 2015 and in September 2015, it was further postponed to October 30, 2015. In second stage bidding, the consortium have to submit details like technical, industrial, financial and tariff rates.
In October 2015, the pre-qualified bidders submitted the bids for the second stage.
In December 2015, Nareva Holding, Enel Green Power and Siemens consortium was selected as a preferred bidder for the first phase.
In the first quarter of 2016, the construction contract for the first phase was awarded to the consortium of Nareva Holding, Enel Green Power and Siemens.
In July 2016, received all the approvals from the higher authorities for the installation and the construction of the first phase.
Construction activities are commenced for the first phase in the fourth quarter of 2017.
Construction activities for the first phase and planning activities for the second phase are underway.
