The National Environment Agency (NEA) is undertaking the construction of a waste-to-energy plant in Tuas, Singapore.

The project involves the construction of a waste-to-energy plant with a capacity to process 3,600 tonnes of waste per day and generate 120MW of clean and renewable electricity on 4.8ha of land. It includes the construction of a waste storage facility, a substation, a powerhouse and related infrastructure, the installation of transformers and equipment, and the laying of transmission lines.

In November 2014, the NEA shortlisted six bidders for the project development.

On September 15, 2015, Hyflux Ltd (Hyflux) and Mitsubishi Heavy Industries (MHI) were awarded a contract for development of the project. Under the terms of contract Hyflux will undertake engineering, procurement and construction works and MHI will provide technology for the project.

The MHI-Hyflux consortium will design the plant under a Design-Build-Own-Operate (DBOO) scheme for a period of 25 years.

On May 26, 2016, NEA secured US$653 million loan for the development, construction and start-up costs from DBS Bank Ltd, Maybank Kim Eng Securities Pte Ltd, Mizuho Bank Ltd and The Bank of Tokyo-Mitsubishi UFJ Ltd.

In June 2016, Mitsubishi Hitachi Power Systems (MHPS) was appointed as steam turbine and generator supply contractor.

Herbert Smith Freehills were the consultants on the contract for the construction and operation of a new 120MW waste-to-energy power plant.

Construction activities are underway and slated to complete in fourth quarter of 2019.

The project involves the construction of a waste-to-energy plant with a capacity to process 3,600 tonnes of waste per day and generate 120MW of clean and renewable electricity on 4.8ha of land in Tuas, Singapore.

The US$534 million project includes the following:

1. Construction of a waste storage facility
