Saudi Electricity Company (SEC) is undertaking the construction of a solar power plant in Al-Jouf, Saudi Arabia.

The project involves the construction of a 50MW solar power plant. It includes the construction of a substation and related infrastructure, the installation of solar panels, generators and transformers, and the laying of transmission lines.

In January 2016, SEC invited consultancy firms to bid with a submission deadline as January 31, 2016. Technical consultancy services will help in the pre-qualification of bidders, bid evaluation, and contract awards.

DNV GL has been appointed as a technical consultant, HSBC Saudi Arabia Ltd as a financial consultant and DLA Piper Middle East LLP as a legal consultant.

On June 1, 2016, SEC has invited expressions of interest (EoI) with respect to the development of 50MW solar photovoltaic Independent Power Plant (IPP) with a submission deadline of June 20, 2016.

In September 2016, SEC pre-qualified 18 consortia to develop the solar photovoltaic IPP.

The 18 consortia includes Acciona Energy Global (Swicorp Company), International Company for Water and Power Projects, EDF Energies Nouvelles SA, Enel Green Power S.p.A, First Solar, International Power SA, Abu Dhabi Future Energy Company PJSC, Mitsui & Co. Ltd., Scatec Solar ASA (Terra Sola Ventures WLL), Total Energies Developpement SAS, TSK Electronica Y Electricidad SAS, ACME Cleantech Solution Pvt. Ltd., CGN New Energy Holdings Co. Ltd. (Aljomaih Holding Company), Fotowatio Renewable Ventures, Hereon Swiss Holding AG (Al-Babtain Power & Telecom), JinkoSolar Holding Co. Ltd., Toyota Tsusho Corp., Marubeni Corp.

The project will be developed under a build, own and operate (BOO) model and SEC will sign a 25-year power purchase agreement (PPA) with the winning bidder.



In October 2016, SEC has invited bids from the 18 pre-qualified companies with submission deadline as January 31, 2017. The shortlisted bidders will be selected by March 31, 2017, and SEC will aim to sign a 25-year power purchase agreement (PPA) by May 1, 2017.

Lately, in February 2017, tenders were canceled as the Ministry of Water and Electricity wants to keep all renewable energy projects under the umbrella of the National Renewable Energy Program (NREP). SEC will either re-issue the tender or the project to be procured by the Renewable Energy Project Development Office (REPDO). A final decision is yet to be made.
