The Ministry of Energy and Mineral Resources (MEMR) is constructing a Al Shobak wind farm at Al Ibrahimiyya in Irbid, Jordan.
The project involves the construction of a 45MW of a wind farm. It includes the construction of a substation and related infrastructure, the installation of turbines, transformers and power control units, and the laying of transmission lines.
In 2011, MEMR issued proposals for developers to build the project under build, own and operate basis.
Hecate Energy (Hecate) submitted bids for the development of the project in July 2011.
In July 2015, Hecate signed a power purchase agreement (PPA) with National Electric Power Company (Nepco).
On July 27, 2015, the Government of Jordan granted approval to Hecate to construct the project.
Power Purchase Agreement has been signed.
Alcazar Energy with 70% share and Hecate Energy with 30% share are the developers of the project.
In November 2017, The European Bank for Reconstruction and Development (EBRD) agreed to provide US$52 million loan for the construction and operation of the project. The loan is divided into an A loan of US$26 million provided on the banks own account, and a B loan of the same amount funded by the Europe Arab Bank. Alongside EBRDs loan, the Islamic Corporation for the Development of the Private Sector (ICD) has provided a parallel Islamic finance tranche of US$26 million.
Vestas Wind Systems A/S secured EPC (engineering, procurement, and construction) contract on March 29, 2018. The scope of the contract includes supply, transport, install, and commission 13 units of its V136-3.45MW turbine along with five-year operation and maintenance agreement. However, Turbines are expected to be delivered in the second quarter of 2019.
Construction activities are slated for completion by October 2019.
