Summary


Budi Gandaki Hydropower Project Development Committee (BHDC), a government agency in association with Nepal Electricity Authority (NEA) is planning to undertake the construction of a hydroelectric power plant in Nepal.

The project involves the construction of a 1,200MW hydroelectric power plant on 3000ha of land. It includes the construction of a 263m high dam, a spillway, a headrace tunnel, a powerhouse, a tailrace tunnel, access tunnel and related infrastructure, the installation of turbines, generators and equipment, and the laying of transmission lines.

In 2010, Department of Environment and Social Study Department (ESSD) of NEA conducted the preliminary environmental study (PES).

In 2011, Ministry of Energy (MoE) issued the survey license to NEA for the project.

NEA received the PES report prepared by ESSD in March 2011.

In December 2012, Tractebel Engineering Pvt Ltd (TE) in association with Jade Consult Pvt. Ltd. (JC) and Nepal Environment and Scientific Services Pvt Ltd. (NESS), GDF SUEZ, Coyne et Bellier were appointed as feasibility study consultant.

In March 2014, TE proposed three design plans to conduct a detailed project report (DPR) for the project.

The first option (dam site powerhouse) is to build a powerhouse alongside the dam that is around 2km downstream from the dam site and above a place where the Budhi Gandaki joins the Trishuli and will take at least 77 months to be completed; the second option is to build the powerhouse at Benighat, 1.5km downstream from the dam, and will take 71 months to be completed; and the third option is to build a powerhouse about 8km from the dam at Fisling.

On March 23, 2014, BHDC has advised TE to prepare DPR as per the first option.

In November 2014, TE completed the feasibility study and submitted report to BHDC. The study suggested maximizing utilization of resources and upgrades the project capacity to 1200MW.

On November 25, 2014, GoN and Government of India (GoI) entered into a project development agreement.

In July 2015, BHDC issued tenders for supply and delivery of vehicles and survey equipment for the project.

On August 28, 2015, BHDC issued Expresion of Interest (EOI) for consultant to provide detailed engineering survey and design.

On September 18, 2015, BHDC issued tenders for construction of access road, prefab houses and compound wall.

In March 2016, TE submitted the environmental impact assessment (EIA) study report.

In April 2016, land acquisition process commenced.

In August 2016, Chinese firm China Gezhouba Group Company Ltd has shown willingness to develop the project.

On May 23, 2017, NEA has selected China Gezhouba Group Corporation (CGGC) as the engineering, procurement, construction, and finance (EPCF) contract for the project and also approved the draft memorandum of understanding (MoU) to be signed with CGGC.

The project is expected to be completed by February 2021.
