Metro Vancouver (MV) is undertaking the construction of Lions Gate Secondary Wastewater Treatment Plant (LGSWWTP) project in British Columbia, Canada.

The project involves the replacement of secondary waste water treatment plant by the construction of a new sewage treatment plant.

It includes the construction of operations building, capacity oxidation ditches, clarifiers and sludge a cake storage building, storage tanks, a wet well, screening and grit removal facilities, an odor control facility, an emergency generator room and mechanical and electrical rooms, and the installation of four smaller sludge equalization tanks, and sludge digesters to influent equalization tanks, and the laying of pipelines.

The project will be implemented in phases.

Michel Labrie Architect and Miller Hull Partnership have been appointed as design consultants; CH2M HILL and AECOM as consulting engineers; BTY Group as cost consultant; Golder Associates as geo-technical consultant; Maple Reinders as consulting engineer; and 7group as design consultant.

The project is planned to be implemented through public-private partnership (PPP) model on design, build, and finance (DBF) basis.

In 2011, the Greater Vancouver Sewerage & Drainage District (GVS&DD) Board approved US$20 million budget for the initial project work.

In June 2011, the project received approval from the provincial government to continue development works.

In 2013, MV appointed KPMG to undertake a procurement options analysis that included a Value for Money Analysis. Based on the assumptions provided, the results of the financial modelling showed that the DBF model provided the highest value for money over the other procurement models.

The indicative design was approved in November 2013 and was prepared in September 2015.

In June 2015, MV announced to apply for P3 Canada funding.

Financing for the project will be partially provided through the federal government, which is allocating an incremental US$20,000 million for green infrastructure projects over the next ten years.

On September 25, 2015, the request for qualification (RFQ) was invited from the construction companies to participate in DBF contract with submission deadline as October 2, 2015.

On December 17, 2015, five submissions were received in response to the RFQ. The five respondents are:

1. ADAPT Consortium

2. First Narrows Partnership

3. Lions Gate Wastewater Solutions

4. Lions Shore Design Build Joint Ventures

5. PCL Partnerships

On February 10, 2016, the Government of Canada and Federation of Canadian Municipalities (FCM) announced US$175,000 million Green Municipal Fund (GMF) grant for the project.

March 10, 2016, the evaluation process to identify three shortlisted firms, from the five respondents, was completed. The three shortlisted firms are as follows:

1. ADAPT, including Acciona Infrastructure, Dialog Design, Amec Foster Wheeler and TetraTech

2. FIRST NARROWS, including CH2M Hill, Kenaidan and EllisDon

3. PCL PARTNERSHIPS, including PCL Constructors and North America Construction

These three firms will be invited to participate in the request for proposal (RFP) process which is scheduled to commence in early April 2016. Simultaneously work continues on the preparation of procurement document for the DBF contract.

Work is also progressing on the procurement of engineering consultants for the design of the conveyance system comprising a new pump station and pipelines, required to transfer wastewater from the existing LGWWTP to the new treatment plant and back to the outfall.

Three engineering firms, AECOM, Associated Engineering and Stantec have been shortlisted and will be invited to submit proposal to provide engineering consultancy services.

In March 2016, Federal Government included US$162 million for the project in the 2016-budget.

The contract of design-build-finance procurement consulting services for the second phase of the project to AECOM Canada Ltd. with a value of US$1.85 million.

On March 11, 2017, the project has secured US$300.2 million for the project.

In April 2017, ADAPT Consortium was awarded the US$391 million design and build contract. Construction activities are scheduled to commence in the third quarter of 2017 and slated for completion by the fourth quarter of 2020.
