Summary


Attarat Power Co. (APCO), a special purpose company owned by Eesti Energia AS (Enefit), YTL Power International (YTL), a utility subsidiary of YTL Corp, and Near East Investments Ltd, is undertaking the Oil Shale Development project at Attarat Um Ghudran in Amman, Jordan.

The project involves the development of 100km2 area with 4.4 billion ton of oil shale and 2.6 billion barrels of shale oil and development of a 40,000 barrel per day (b/d) shale oil plant and 470MW oil shale-based power generation plant.

The new strategic partner YTLPI will contribute its experience in developing and operating large energy production and trading assets by this shareholding arrangement Eesti Energia owns 65% of the oil. The plant will utilize Enefits leading proprietary oil recovery technology.

In the first quarter of 2013, the APCO has invited bids for the development of the power plant project.

In April 2013, six international companies and consortiums have submitted bids for the oil shale-based power generation plant. The six companies include Alstom/Daewoo E&C (France/Korea), Hyundai E&C/LG International (Korea), Samsung Engineering (Korea), Posco/Daewoo International (Korea), China Machinery Engineering Corporation (China), and Guangdong Power (China).

Slaughter and May has been appointed as legal advisor for the power plant. WorleyParsons Ltd will provide design services to the plant.

In June 2013, the project secured approval from the ministry of environment.

In April 2014, Guangdong Power Engineering Power Corporation (GPEC) has bee appointed as an engineering, procurement and construction (EPC) contractor for the 554MW power plant.

In January 2016, APCO secured US$1,623 million of funds from Bank of China, Industrial and Commercial Bank of China with support from China Export & Credit Insurance Corporation.

On October 1, 2014, APCO and National Electric Power Company (NEPCO), entered into a power purchase agreement (PPA) for the sale and purchase of power capacity and energy output produced by the power plant. The PPA is for a term of 30 years from financial close, subject to extension.

APCO also entered into a mining agreement with the Government of Jordan which grants APCO the right to perform mining operations and extract and consume oil shale on the site at Attarat um Ghudran.

In February 2016, financial close was achieved for the power plant. Al-Own Advanced Contracting Co. has been appointed as drilling contractor.

On May 6, 2016, APCO signed an agreement with Guangdong Yudean Group Co., Ltd (Yudean) as a new shareholder towards the development of the project. Under the terms, Yudean agreed to purchase 45% of the shares and YTL a further 15% of the shares with Eesti Energia stepping down to 10% and Near East Investments exiting the project.

On March 16, 2017, APCO secured US$1,580 million of funds from, Industrial and Commercial Bank of China, China Construction Bank and Exim Bank of China. The project secured financial closure.

In April 2017, GPEC awarded Amec Foster Wheeler a contract to design and supply two circulating fluidized-bed (CFB) steam generator boilers each with 235 MW. It will also provide technical advisory services to GPEC.

In June 2017, Siemens AG has been appointed as supply contractor for the project. The scope of this contract is to supply two SST5-5000 steam turbines, two air-cooled SGen5-1200A generators and the turbine control system for the power plant.

Pre-construction activities are underway. The project is scheduled to be completed by the second quarter 2020.

Scope


The project involves development of 100km2 area with 4.4 billion tons of oil shale at Attarat um Ghudran deposit in Jordan.

The US$2,200 million project includes the following:

1. Development of 2.6 billion barrels of shale oil deposit
2. Development of 40,000 barrel per day (b/d) shale oil plant
3. Construction of 470MW oil shale based power generation plant
4. Construction of other related facilities
