Summary


The Oil and Gas Holding Company B.S.C. (NOGAHolding) is undertaking the construction of a floating LNG import terminal in Hidd, Bahrain.

The project involves the construction of a liquefied natural gas (LNG) terminal to process 800 million cubic feet a day (MMCFD) of imported fuel. It will include the construction of a Floating Storage Unit (FSU), an offshore LNG receiving jetty and breakwater, an adjacent regasification platform, an onshore gas receiving facility, an onshore nitrogen production facility, LNG storage tanks, a ship unloading system, regasification and send out system, marine works and related infrastructure facilities, the laying of subsea gas pipelines from the platform to shore, and the installation of safety and security systems.

The project is being developed through public-private partnership (PPP) mode on build, own, operate and transfer (BOOT) basis.

Bahrain Petroleum Company (BAPCO) has been appointed as a technical advisor.

On October 14, 2008, HESS LNG signed a memorandum of understanding (MoU) with NOGA to undertake the feasibility study.

In September 2010, pre-qualification bids from 21 companies were received for engineering, procurement and construction (EPC) contract.

The 21 companies have been identified as Punj Lloyd (India); Italian-Thai Development (Thailand); Excelerate Energy (US); Golar LNG Energy (UK); Vitol Bahrain (Switzerland); Royal Dutch Shell (UK/Netherlands); I.M. Skaugen (Norway); China Harbour Engineering Company (China); Al-Hassanain Company (Bahrain); GDF Suez Development (France); BG American & Global (US); Hess LNG (US); Samsung Construction & Trading (South Korea); Tecnicas Reunidas (Spain); ExxonMobil (US); Mitsubishi Corporation (Japan); Korean Gas Corporation (South Korea); BP Gas Marketing (UK); Mitsui & Co/JGC Corporation (Japan); Chevron (US); and IHI Corporation (Japan).

In April 2011, nine companies were shortlisted. The companies are Shell, Hess LNG, BG North America, ExxonMobil LNG Market Development, I.M. Skaugen SE, BP Gas, Golar LNG Energy Ltd, Excelerate Energy and Vitol Bahrain ec.

In the second quarter of 2012, only Excelerate Energy and Golar LNG remained in the bidding process. Rest of bidders withdrew from the project, due to dilemma regarding whether to take the onshore or offshore route for the new facility.

In the fourth quarter of 2012, NOGA scrapped the tender and revived the project plans.

In 2013, Galway Group was appointed as project manager. The scope of the contract includes the supervision of technical, commercial and financial aspects of the project and manage the selection process for engineering companies, including management of the pre-FEED and FEED activities.

Galway appointed Worley Parsons to undertake pre-front-end engineering and design (FEED) study for the project. In the fourth quarter of 2013, the pre-FEED study was completed.

On December 2, 2015, a consortium of Teekay LNG Partners L.P., Samsung C&T Corporation, and Gulf Investment Corporation was awarded BOOT contract.

The project will be owned and operated through a new joint venture, Bahrain LNG W.L.L., owned by Nogaholding (30%), Teekay LNG Partners L.P. (30%), Samsung C&T Corporation (20%) and Gulf Investment Corporation (20%) and is the first of its kind in the Middle East region to be developed on a PPP scheme. The project will be owned and operated under a twenty-year agreement commencing on July 15, 2018.

Bahrain LNG W.L.L. awarded US$651 million engineering, procurement and construction (EPC) contract to GS Engineering & Construction. Teekay LNG will supply FSU vessel.

In March 2016, NOGAHolding secured funding for the project.

In December 2016, NOGAHolding has completed limited recourse financing for the project. A syndicate of nine international and regional banks is participating in the US$741 million loan for the project.

In April 2017, Aqualis Offshore Ltd was appointed as consulting engineer.

Pre-construction works are underway. The construction works are scheduled to be completed in early 2019.

The US$1006 million project includes the following:

9. Construction of marine works
10. Construction of related infrastructure facilities
11. Laying of subsea gas pipelines from the platform to shore
12. Installation of safety and security systems.
