Summary


Mass Rapid Transit Authority of Thailand (MRTA) is undertaking the construction of Bangkok Metro Yellow Line project, termed as the Yellow Line in Bangkok, Thailand.

The project involves the construction of a 30.4km monorail line connecting Lat Phrao and Samrong with a target capacity of 100,000 passengers a day. The project is planned to be developed in two sections: Lat Phrao to Phatthanakan section and Phatthanakan to Samrong section

It will include the construction of 23 underground and elevated stations, park and rides, rolling stock, installation of the safety system, signals and construction of other infrastructure.

For underground section, a twin tube tunnel will be constructed and for an elevated section, a twin-track viaduct deck supported by a row of single piers will be constructed.

Nippon Koei Co has been appointed as a study consultant for the project.

Asian Engineering Consultants Corp., Ltd. (AEC) has been appointed as front-end engineering and design (FEED) contractor for review o the feasibility study, design, preparing the tender documents for construction contracts, prepare the tender documents for operation and maintenance bids and other relevant reports including assisting MRTA on the evaluation of contractors and/or private participation for the Yellow Line Project.

Asian Consultancy International Ltd. has been appointed for project management, M&E services for a feasibility study, detailed design and tender document preparation.

In September 2015, the project secured approvals from the Government of Thailand.

The project will be implemented on public-private partnership (PPP) basis. The goverment is expected to provide US$659 million funding to the project.

As of March 2016, the project obtained approvals from Cabinet Ministry of Thailand.

On July 6, 2016 the tender was invited for the procurement of design-build contractor with submission deadline as on November 7, 2016. The scope of the contract covers the design and build of civil works, M&E system and O&S services and other related systems of MRT.

The companies expected to bid are as following:

1. Ch Karnchang (CK) jointly with Bangkok Expressway and Metro Public Company Limited (BEM) a joint venture of Bangkok Metro PCL (BMCL) and Bangkok Expressway PCL (BECL).

2. Sino-Thai Engineering & Construction Plc (STEC) along with Bangkok Mass Transit System Public Company Limited (BTS).

3. SK Engineering and Construction Co.

4. Ratchaburi Electricity Generating Holding Plc

5. ItalianThai Development (ITD) and Unique Engineering & Construction (UNIQ) are expected to appoint foreign partners as co-bidders.

In December 2016, MRTA awarded a design-build, finance, operate, and maintenance DBFOM contract to BSR Joint Venture (BSR) comprising BTSG (75% stake), Sino-Thai Engineering and Construction (STEC) (15% stake) and Ratchaburi Electricity Generating Holding (Ratch) (10% stake). The concession contract cover 33 years and three months (a construction period of 39 months, followed by 30 years of train operations and maintenance).

As of January 2017, BSR JV and MRTA are in discussion for the prices and other conditions to extend the line from Ratchada Station, running along Ratchadapisek Road and terminating at a new station close to the Ratchayothin Intersection. The new station will then be linked via a walkway to the Skytrains Green Line extension (Mo Chit-Ku-Kot, which is under construction) at Station 10 (Soi Phaholyothin 24).

In April 2017, deliberation work completed.

On May 30, 2017, MRTA signed the concession contract with BSR JV.

Construction works slated to commence in the fourth quarter of 2017 and scheduled to complete in 2020.
