Summary


Mass Rapid Transit Authority of Thailand (MRTA) is undertaking the construct of a MRT line in Thailand.

The project involves the construction of a 35km long subway rail transit system from Khae Rai to Min Buri.

The project includes the construction of 30 elevated stations and an intersection at Saen Saep, Ram-Inthra Road, Chaeng Watthana Road, Tiwanon, Ngamwongwan Road and the laying of two mono rail tracks which will operate at a speed of 80Km per hour.

The elevated stations will be equipped with escalators, lifts, toilets, information displays, public address and all facilities for the handicap.

TEAM Consulting Engineering and Management Co., Ltd and TLT Consultants Co., Ltd have been appointed as engineering design consultants for undertaking the feasibility study review, preliminary design modification and preparation of tender documents.

On September 25, 2012, a public consultation seminar was conducted on the feasibility study review, preliminary design modification and preparation of tender documents for the project.

A tender was supposed to be issued in September 2013. However, it has been postponed due to political unrest.

The route design has been completed and approved.

On October 14, 2014, the project cost was approved by the MRTA Board of Directors.

In December 2014, the royal decree was approved by the cabinet.

In August 2015, a land expropriation decree needs to be issued by the cabinet to enable MRTA to undertake technical studies and to commence the construction.

In September 2015, the project was approved by the Government of Thailand to be included under the countrys infrastructure development plan from 2015 to 2020.

In September 2015, The Ministry of Finance established an infrastructure fund with an initial amount of US$5,500 million to initially cover five projects, including the Pink Line.

In October 2015, the project had been submitted to the State Enterprise Policy Office (SEPO) for its approval.

On November 5, 2015, the cabinet approved the fast-track measures to speed up the eight Publc- Private Partnership (PPP) projects including the Pink Line.

In March 2016, project plans were approved by the Public-Private Partnership committee.

In July 2016, tender issued with a submission date of November 07, 2016.

In November 2016, BSR Joint Venture, a joint venture of Bangkok Expressway and Metro Public Co (BEM) and Ch Karnchang submitted the bids.

The government is responsible for the acquisition of land and expected to provide US$563 million for the project.

In December 2016, MRTA has awarded The BSR Joint Venture (BSR) comprising BTSG, Sino-Thai Engineering and Construction (STEC) and Ratchaburi Electricity Generating Holding (Ratch) the contract to build and operate under a PPP concession for a 30-year period.

The concessionaire is responsible for the design, construction, and the supply of civil works, mechanical and electrical systems and operations and maintenance services for the project.

On May 30, 2017, MRTA signed the concession contract with BSR JV.

Construction works slated to commence in the fourth quarter of 2017 and scheduled to complete in 2020.
