Magnolia LNG LLC (MLNG) is undertaking the construction of an LNG Terminal in Louisiana, the US.

The project involves the construction of an LNG export facility with a capacity to export up to 8 million tonnes per annum (MTPA).

It includes the construction of a processing plant, storage tanks, loading and unloading facilities and administrative space, the installation of related machinery and equipment, and the laying of pipelines.

In January 2013, the MLNG made an official announcement of US$2,200 million investment in export facility on Port of Lake Charles, Louisiana.

On February 26, 2013, MLNG received free trade agreement (FTA) approvals from the DoE).

On March 6, 2013, the Port of Lake Charles Board of Commissioners and the Lake Charles Harbor and Terminal District Authority approved an option for a 25-year long-term lease agreement on 36.42ha land with MLNG that plans to invest US$2,200 million in export facility on port property.

On March 12, 2013, the MLNG submitted a pre-filing application to the Federal Energy Regulatory Commission to begin early review under the National Environmental Policy Act.

On March 20, 2013, the authorization was granted by the DOE/FERC for approval of pre-filing application with FERC.

On October 24, 2013, Stonepeak Investment signed an agreement to provide US$660 million in equity funding for the construction. Stonepeak will take a stake of around 50% in MLNG.

In February 2014, MLNG signed a memorandum of understanding (MoU) for engineering, procurement and construction (EPC) contract with SK Engineering & Construction (SK E&C) Co. Ltd.

In May 2014, MLNG filed a formal federal energy regulatory commission (FERC) application.

On December 1, 2014, MLNG agreed to sign an EPC contract with SK E&C.

BNP Paribas has been appointed as financial advisor, Merlin Advisors as technical consultant, White & Case LLP as legal advisor; and Stonepeak Partners as equity partner.

On January 5, 2015, MLNG signed a Technical Services Agreement (TSA) with Kellogg Brown & Root LLC (KBR) to undertake cost verification and provide other services supporting the proposed project delivery. It is proposed that KBR and SK E&C will form an integrated EPC joint venture, which will execute a bankable EPC contract following the formation of the EPC Joint venture.

In March 2, 2015, KBR and SK E&C were awarded a contract in 70/30 joint venture to provide EPC services.

On May 4, 2015, Clough-CH.IV was appointed as owners engineer.

On July 17, 2015, FERC issued draft environmental impact statement.

On August 26, 2015, Siemens was awarded a contract to supply ten compressor trains.

In September 2015, MLNG awarded US$40 million contract to Chart Industries, wholly-owned subsidiary of Chart Energy & Chemicals Inc., for the supply of brazed aluminum heat exchangers (BAHX), Core-in-Kettle exchangers and cold boxes.

On November 16, 2015, the US FERC released final environmental impact statement (EIS).

On the same day, SK Engineering & Construction and KBR signed US$4,354 million EPC contract with MLNG. The scope of contract covers the construction of four LNG production trains with design capacity of 2MTPA each, two 160,000m3 full-containment storage tanks, LNG marine and ship-loading facilities, supporting infrastructure, and all required post-final investment decision approvals and licenses.

On April 19, 2016, project has received FERC authorization to site, construct, and operate facilities to liquify and export domestically produced natural gas.

Louisiana Department of Environmental Quality (LDEQ) approved the air permit.

In August 2016, EthosEnergy was awarded US$176.8 million contract for first third-party operations and maintenance services for the project.

In June 2017, MLNG as extended the validity period of its EPC contract till December 2017. MLNG is in the process of finalizing the ground lease on the project and moving towards a final investment decision (FID).

The project is expected to be completed by 2020.

Scope


The project involves the construction of a liquefied natural gas (LNG) export facility with a capacity to export up to 8MTPA at the Port of Lake Charles in Lake Charles, Louisiana, the US.

The US$4,500 million project includes the following:
