Summary


Akkuyu NGS Elektrik Uretim A.S (APC), also known as Akkuyu NPP JSC, a subsidiary of Rosatom, is undertaking the construction of a nuclear power plant in Mersin Province, Turkey.

The project involves the construction of a 4,800MW nuclear power plant comprising four units of 1,200MW each.

The project will include the construction of powerhouses to install nuclear reactors, condenser units, water tankers, and a treatment plant, cooling towers, chimneys, and nuclear waste disposal units.

The project also includes setting up of digital plant control systems, the installation of reactors pressure vessels, generators, pipelines and electrical equipment.

APC has been awarded the BOO (Build-Own-Operate) contract with a concession period of 60 years.

In May 2010, the government of Turkey and Russian Federation signed an agreement for constructing and operating nuclear power plants.

Under the long-term contract, APC is the general customer and investor of the project; JSC Atomenergoproekt is the general designer of the plant, Atomstroyexport JSC is the general contractor for construction of the plant, Rosenergoatom Concern OJSC is the technical customer, InterRAO-WorleyParsons is the licensing consultant.

In March 2011, a topographical survey of the project area was carried out to prepare a package of licensing documents and for the making of preliminary engineering decisions, as well as used as baseline data for further investigations.

In July 2013, APC submitted Environmental Impact Assessment (EIA) to the Ministry of Environment and Urban Planning for the review on the project.

In 2014, the Turkish Government suggested Rosatam to resubmit an environmental report (ER), saying the previous two submissions were not meeting the criteria.

In April 2014, Rosatom re-submitted the ER.

In August 2014, UJV Rez, a.s. was appointed as the technical consultant for the project.

On December 1, 2014, APC secured the EIA approval for the project.

On January 16, 2015, APC received nine bids for the construction of US$1,000 million hydraulic structures. The companies are Tekfen Insaat, STFA-Makyol-Ronesans, Nurol Insaat, Limak Insaat, Cengiz Insaat, Kolin Insaat, IC Ictas, and Dogus Insaat.

In April 2015, Cengiz Holding was awarded a design and build contract for US$1,000 million Marine Hydro-Technic Structure.

A groundbreaking ceremony for the project was held on April 14, 2015, to mark the initiation of infrastructure works on the project.

The project has received US$1,390 million grant from the Government of Russia.

On June 25, 2015, the project received pre-license from the Energy Market Regulatory Authority (EPDK) for the period of 36 months. APC have to complete its preparation process before the EPDK considers issuing a production license. The scope of the license covers the preparation process, the company is required to obtain official construction and environmental impact permits.

On August 7, 2015, APC conducted the workshop for suppliers of goods and services associated with the project with the assistance of the Ministry of Energy and Natural Resources (MENR) of the Republic of Turkey and the Turkish Atomic Energy Authority (TAEK).

In January 2016, Russias National Research Nuclear University (MEPhI) unilaterally dissolved its partnership agreement with Ankara University to prepare and train skilled personnel for the project.

On February 9, 2017, the TAEK approved the Site Parameters Report (SPR) for the Project.

In February 2017, APC is in the process of seeking generation license from EPDK for the project.

In June 2017, APC received power generation license from EPDK for the period of 49 years from June 2017 until June 2066.

APC is in the process of obtaining limited construction permits for the project, subject to approval it will start works on the non-nuclear phase.

Construction activities are scheduled to commence in Septmeber 2017 and slated for completion by 2025.

The project involves the construction of a 4,800MW nuclear power plant at Akkuyu, Buyukeceli.

The US$22,000 million project includes the following:

1. Construction of a 1,200MW in Unit I
2. Construction of a 1,200MW in Unit II
3. Construction of a 1,200MW in Unit III
4. Construction of a 1,200MW in Unit IV
