Summary


Manila North Tollways Corp (MNTC) is undertaking the construction of NLEx to SLEx Connector Road project in Manila, the Philippines.

The project involves the construction of 8km elevated 2X2 highway, extending the NLEX southward from the end of Segment 10 in C3 Road Caloocan City to PUP Sta. Mesa and connects Common Alignment of Skyway Stage 3, and traversing mostly along the PNR rail track.

The project includes the construction of interchanges at C3 Road and Espaa; motorways, pedestrian ways, retaining walls, ramps and related facilities; and the installation of lighting, overhead sign structures and toll gates.



The project is planned to be implemented on Public Private Partnership (PPP) basis.

Metro Pacific Tollways Development Corporation (MPTDC) submitted its proposal in early 2010 and was approved in April 2010; however, it was further delayed as the government included the project as one of those that will be bid out under its public-private partnership program (PPP), then San Miguels subsidiary Citra Metro Manila Tollways Corporation has submitted the competing proposal.

The Department of Public Works and Highways (DPWH) has approved both the proposals and the two proposals have a common alignment of 5km and ordered the two proponents for unified proposal on the common alignment.

The project will be funded by Japan International Cooperation Agency (JICA).

In November 2012, the National Economic and Development Authority (NEDA) Board provided the conditional approval for the project and the Neda Board approved the NLEx and SLEx Connector Road on January 18, 2013.

In November 2014, Philippine National Construction Corp. (PNCC) signed a joint venture agreement with MPTDC to develop the project.

After series of discussions, the project received the re-approval by the NEDA Board on February 16, 2015.

In March 2015, MPIC started the process to revise the alignment of the proposed toll road to accommodate the construction of the North-South rail project.

During October 2015, the project was facing delay due to opposition from financial department.

On December 16, 2015, the developers secured planning approvals from the DPWH.

On March 28, 2016, the pre-bid conference was held on the project.

In April 2016, MPIC, subsidiary of MPTDC, and its subsidiary, MNTC (as Original Proponent) executed a joint certification with the DPWH (as Implementing Agency) signifying the completion of successful negotiations for the implementation of the NLEx-SLEx Connector Road Project as an unsolicited proposal.

The joint certification confirmed that both parties have agreed on the terms and conditions for the implementation of the unsolicited proposal, and that MNTC has accepted them.

Initially, the tender was scheduled to issue on April 12, 2016 with the submission date of July 5, 2016, later on the dates were reset, with tender issue on April 29, 2016 with the submission date of July 25, 2016.

In August 2016, The Department of Finance (DOF) approved the construction of the project, dismissing news reports that the deal is again delayed.

On July 26, 2016, DPWH awarded the contract to design, build, finance and operate (DBFO) to METRO Pacific Investments Corporation (MPIC). MPIC will finance the project through bank loans and internally generated funds.

On November 23, 2016, MNTC and DPWH have signed concession agreement to complete the right-of-way acquisition.

Pre construction activities are underway. Construction of the connector road is expected to commence in 2017 and it is expected to be completed in 2020.
