The Ministry of Economic Affairs, Netherlands (MoEA) is undertaking the construction of wind farm zone on the coast of Borssele, Zeeland, the Netherlands.

The project involves the construction of a 1,400MW offshore wind farm zone, covering a 344km2 sea area. It is divided into five parts. The sites are named Borssele Alpha (I and II) with a capacity of 350MW each, Borssele Beta (III and IV) with a capacity of 330MW and 350MW respectively.

The project also includes the development of site V (small site) which is located within Beta III with a capacity of 20MW.

The project includes the construction of offshore wind tower foundations, an onshore substation, the installation of wind towers, blades and turbines, and the laying of 66kV infield cable transmission lines, and two 61km long export cables. The transmission network consists of two transformer stations and four 220kv high-voltage submarine cables to land, connected to the 380kv substation at Borssele, and the offshore grid connection comprising two 220kV subsea cables with a capacity of 350MW each.

It also includes the construction of transformer station with 8,000 MT total weight including jacket and piles with the dimensions of the 58m long, 32m wide and 26m high platform deck,

The Netherlands Enterprise Agency (RVO) is undertaking the development of the project on behalf of the MoEA.

In June 2014, TenneT Holding BV (TenneT) was appointed as offshore grid operator of the shared offshore electricity grid.

In March 2015, TenneT initiated an online stakeholder consultation process for the planned development of an offshore electricity grid. Ecofys has been hired to provide support during the consultation process.

In April 2015, RVO awarded a geotechnical soil investigations contract to Fugro for at wind farm Alpha I & II.

In June 2015, Fugro has signed a contract with RVO for Beta III & IV. The scope of the contract covers meteorological and oceanographic conditions and performing geophysical investigations of the seabed.

On September 4, 2015, RVO completed the geotechnical survey of seabed for the Alpha I & II.

In November 2015, Macquarie Capital was appointed as a financial advisor for the project.

On April 10, 2016, a tender was issued for the Alpha I & II with submission deadline as May 12, 2016.

On May 2016, the MoEA received 38 bids in its tender for the Alpha I and II, some of the companies are the Consortium of Shell, Enerco and Van Oord NV; and a consortium of RWE and Macquarie Capital; and Vattenfall.

On July 5, 2016, MoEA appointed Dong Energy as the construction contractor for Alpha I and II offshore wind farms with 15 years concession period at the cost of US$80 per MWh.

Loyens & Loeff N.V has been appointed as a legal advisor.

The MoEA received 26 bids from seven companies and consortia for the development zone for the Beta III and IV.

MHI Vestas Offshore Wind has been appointed as turbines supply contractor for the project.

Borssele III and IV offshore wind farms are expected to be constructed and operated with a subsidy of US$316.7 million from the Netherlands government and can be operated without subsidy after 7.5 years. The originally anticipated subsidy was US$5,279.05 million.

In November 2016, TenneT appointed a consortium of NKT cables GmbH & Co. KG and VBMS B.V. (Boskalis) for Borssele Alpha and optionally for Borssele Beta for the supply and installation of two 61km long export cables. The cables will be routed via the Western Skeldt estuary and will come ashore near the existing high-voltage substation at Borssele.

In December 2016, MoEA appointed the consortium of Eneco, Diamond Generating Europe (100% subsidiary of Mitsubishi Corporation), Shell and Van Oord as the construction contractor for Beta III and IV offshore wind farms with 7.5 years concession period at the cost of US$57.54 per MWh.

In January 2017, RVO unveiled the plans for site V.

On February 10, 2017, TenneT awarded a transformer construction contract to HSM Offshore part of the ANDUS group, to undertake the engineering, procurement, construction, transport, installation, connection and testing of the offshore transformer station under an EPCI contract for Alpha I & II and optionally for Beta III & IV.

On February 16, 2017, HSM Offshore appointed IV-Oil & Gas to provide the design, engineering and procurement and integration support for the construction of offshore transformer station for Alpha I & II, with an option for the Beta III & IV project.

In February 2017, HSM/IV-Oil & Gas appointed Joulz as a sub-contractor for the High Voltage control integration.

As of July 2017, Fugro and Boskalis are in the process of surveying and identifying the cable routes of unexploded ordnance (UXO) for the grid connection between offshore and onshore sites.

RVO is expecting to issue tenders for permits, investment and operating grants for the Site V in fourth quarter of 2017.

Pre-construction works for Alpha I & II and Beta III & IV are underway. The Borssele Alpha is scheduled to be operational by the end of 2019.
